Strategic Planning and Change Management
The role of Regional Councils is rapidly changing as the pressure on natural resources increases and the need to moderate development and environmental priorities becomes more important. This challenge is being faced by all regional councils to a greater or lesser extent.
A combination of some new councillors, a new chief executive, a restructure of the management team, the successful introduction of the new water regulation Plan Change 6A and some new thinking across the council led to a recognition of the need for a fundamental review of the Otago Regional Council’s strategic direction.
HenleyHutchings supported the council through a restructure period including internal and external messaging – from communication with stakeholders, through to media engagement. We then developed an approach involving the facilitation of three workshops with councillors and directors to clarify the fundamentals of the refocus of council priorities, and wrote a directional document entitled “For our Future”. This non-statutory strategic document was launched for public consultation and was made available on it's own microsite. This exercise fed into the Long Term Plan for the Council and the Regional Policy Statement.
